Municipalities may levy contributions on property owners to cover the costs of constructing, acquiring or improving public sewerage and water supply infrastructure.
The rates applied to contributions for the initial provision of network-based public infrastructure are determined using a system-wide contribution rate calculation, known in German as a Globalkalkulation or Globalberechnung. This standardised calculation method is based on the principle of collective cost sharing.
The calculation involves determining the relevant expenditure and allocating the total investment costs incurred across the entire water supply and wastewater service area. This results in an even allocation across all relevant land and floor areas within the area served.
In practical terms, all costs associated with the existing sewerage infrastructure are consolidated and allocated mathematically across the total existing and anticipated land and floor areas.
Together with our partner companies and legal advisers, CAIGOS collects property-specific baseline data, carries out the required calculations and provides legal support throughout the process.
The project work includes collecting the relevant data for all properties that are connected, or can be connected, to the public sewerage system and/or public water supply network. This covers the applicable proportion of each affected property’s land area, the number of full storeys in the main buildings on each property and, depending on the provisions of the local wastewater by-law, the resulting floor area.
