Key benefits

Transparent and verifiable basis for calculating levies

GIS-based delineation of uniformly defined assessment areas provides a transparent and verifiable basis for calculating levies.

Data transfer to contribution billing

Structured data management enables seamless transfer to levy billing and finance.

Faster determination of assessable areas

Digital property data capture replaces manual processes and speeds up the determination of assessable areas.

Greater acceptance and transparency

Comprehensive public engagement improves transparency for residents and strengthens public acceptance.

Independent data maintenance

Independent data maintenance after project completion ensures long-term independence from external service providers.

Implementing recurring levies

A road levy, also known as a recurring levy, is a municipal levy charged for specific road construction and urban drainage works.

A development contribution is levied for the initial construction of transport infrastructure, whereas a recurring levy applies to subsequent renewal or reconstruction work.

In some German federal states, legislation allows local authorities to impose either one-off or recurring levies.

To avoid high one-off financial burdens for owners of adjoining properties, more and more local authorities are distributing the costs across geographically and functionally connected areas – known as assessment areas – ideally covering entire neighbourhoods or districts.

Together with partners specialising in recording and assessing road networks, as well as qualified legal advisers, CAIGOS GmbH has already supported numerous clients in Rhineland-Palatinate, Hesse and Thuringia in adopting this more resident-friendly model for financing the renewal of municipal road networks.

We offer the work stages described here either as a complete package or as individual service modules. We work with you to define the right division of responsibilities between your organisation and CAIGOS as your service partner.

How we support you

The task
  • Implementing a resident-friendly funding model for renewing the municipal road network across entire assessment areas, rather than limiting contributions to owners of directly adjoining properties
  • Ensuring that road improvement contribution billing is transparent and easy for residents to understand, while keeping them actively informed
  • Enabling local authorities to continue the contribution billing process independently after the initial capture of the underlying data required for billing, without relying on external service providers
Our solution

Specialist legal advice

  • Drafting a legally robust and practical local by-law on recurring levies, tailored to local requirements such as relief provisions, the number of full storeys and depth limits, in collaboration with partner companies specialising in road network assessment and legal advisers specialising in German municipal charges law
  • Defining and delineating assessment areas according to the criterion of ‘uniformity’, including the identification of areas that can be assigned to a specific road improvement measure
  • Legally robust handling of special cases

Digital capture of property data

  • Setting up a GIS project using geospatial base data, including ALKIS and digital orthophotos, and importing source data in standard GIS formats
  • Distinguishing settlement areas covered by binding land-use plans from unplanned built-up areas under Section 34 of the German Building Code (BauGB) and from outlying areas by incorporating all legally binding land-use plans in digital form
  • Combining land parcels into properties based on ownership and identifying all affected properties within the assessment areas
  • Capturing baseline data for all affected properties in accordance with the applicable local by-law on levies, including the number of full storeys, properties qualifying for relief, surcharges for commercial use and depth limits

Digital capture and assessment of the road network

  • Carrying out road surveys through a partner company where required
  • Capturing road areas and ancillary assets
  • Preparing a technical road condition assessment
  • Compiling a catalogue of measures as the basis for targeted road management

Identification of affected properties

  • Delineating outlying areas for all localities and districts in the GIS to identify affected properties
  • Determining which roads are eligible or ineligible for inclusion in contribution calculations
  • Identifying all affected properties in outlying areas
  • Identifying all affected properties relevant to contribution billing within each assessment area

Processing properties subject to levy billing

  • Reviewing properties to determine whether special provisions apply, such as depth limitations and rules for rear properties without direct frontage
  • Identifying properties qualifying for relief
  • Determining the relevant area shares for all identified properties

Public engagement

  • Holding information sessions for elected bodies and committees and for affected property owners
  • Sending information letters to affected property owners containing property and ownership data and the parameters determined for contribution billing
  • Operating a public information office to advise and inform residents

Data management

  • Calculating the property areas relevant to levy billing
  • Transferring billing data to contribution billing and finance systems
  • Transferring geodata to the geographic information systems in use

Further support with implementing recurring levies

  • Classifying the road network by the proportions of origin and destination traffic and regional traffic
  • Creating road asset registers with technical condition assessments and a programme of measures, including implementation requirements for the roadworks programmes to be developed
The outcome
  • A transparent and easy-to-understand process for determining the baseline data required to implement recurring levies
  • Reduced workload for the local authority throughout all stages of the process
  • Independent ongoing data maintenance after project completion, enabled by a professional handover of the data and project-specific training
