Aerial survey and subsequent impermeable surface mapping
The collection of impermeable surface data is based on an aerial survey of the area under review and the provision of high-resolution aerial imagery. Using this imagery together with official cadastral data from ALKIS, we identify all roof areas and ground-level impermeable surfaces and carry out an initial classification.
Preparation and dispatch of survey forms
For each property, details of the recorded impermeable surfaces are sent to the current owner on a survey form so that they can verify the data.
Public information and engagement
Incorporating survey responses
The survey forms reviewed and, where necessary, amended by property owners are assessed, and the relevant changes are incorporated into the resulting dataset. Once all returned forms have been recorded, the dataset undergoes database-based plausibility checks and the final impermeable surface areas used to calculate charges are determined.
Cost calculation and determination of the cost allocation ratio
Working with a partner engineering consultancy, CAIGOS GmbH calculates the costs of wastewater conveyance and treatment, broken down between foul water and surface water. This provides the basis for determining the cost allocation ratio.
Amendment of the local drainage by-law
Where required, amendments to the local drainage by-law and wastewater charges by-law as part of the revised charging structure are handled by partner firms specialising in municipal law governing charges and contributions.
