A robust basis for valuing municipal land parcels

Many local authorities, including districts, cities and municipalities, are moving from traditional cash-based budgetary accounting to double-entry accounting. As part of this transition, the valuation of municipal land – particularly land parcels – plays a central role.

The CAIGOS Bewertung kommunaler Flächen (BKF) specialist application enables municipal land to be valued as part of double-entry accounting in local government. Core data on the number and size of land parcels and ownership details can be imported from the digital cadastral register.

As a first step in preparing the opening balance sheet, all municipally owned land parcels and parts of land parcels are assigned a monetary value. Depending on the type and quality of the available records, the valuation can be based on standard land values, land use categories, known acquisition and construction costs, or a memo value.

Any number of percentage-based or absolute upward and downward adjustments can be applied when valuing the land, for example to reflect encumbrances or specific location factors. Vegetation, particularly on woodland parcels, and additional features such as monuments, walls and other structures can also be recorded against the relevant land parcel and included in the valuation.
